Summary Description
Under the direct administrative supervision of the Chief Executive Officer, the Chief Medical Officer works to assure the availability, quality, continuity and appropriateness of medical care services provided by the Health Center System and to coordinate medical services with other support and program services provided at the Center. The Chief Medical Officer and/or his/her staff is responsible for official reports to the Board of Directors at monthly meetings and a minimum of quarterly meetings with the Medical Advisory Committee of the Board of Directors and quarterly meetings with physician staff. The Chief Medical Officer is responsible for the direction of daily activities of physicians, nurses, medical laboratory personnel, and x-ray personnel; assures the timeliness and accuracy of diagnostic services provided at the Health Center System; chairs monthly meetings of the quality assurance committee and the medical staff committee; assures the maintenance of appropriate diagnostic service logs and records, (equipment maintenance logs, proper storage of copies of request slips, quality assurance logs, etc.) and assures that appropriate records are maintained and submitted in a timely fashion by all physicians for accurate billing of all inpatient and outpatient procedures. This position has Ryan White Title 1 related duties and responsibilities relative to the provision of care to people living with HIV/AIDS. Adheres to HIPAA compliance and guidelines regarding patient confidentiality.
Exemplary Duties/Responsibilities
Quality Assurance is part of the CMO’s daily responsibilities and the CMO is directly responsible for the development, maintenance, revision, where necessary, and/or implementation of written medical practice protocols and procedures for quality assurance goals and objectives; advises the Chief Executive Officer and other administrative staff and the Board of Directors on technical and professional aspects of the practice of medicine including the development of appropriate medical service goals and objectives; works with the Chief Executive Officer and administrative staff in continuous planning, development, implementation and evaluation of the Health Center’s medical and health services; plans and/or recommends revisions and additions to medical service procedures, protocols, and practices which may enhance comprehensiveness and efficiency of health care delivery services, usually at the recommendation of the medical staff and/or quality assurance committee; responsible for developing, implementing and maintaining health care audit systems which are relevant to the total practice and address both clinical and fiscal issues; participates in the annual preparation of the operating budget; with authorization from the Chief Executive Officer, recruits and evaluates for employment all medical professional staff and recommends staff physician candidates to the Board of Directors for approval; recommends all other candidates for employment to the Chief Executive Officer for action; supervises Nursing Manager II, Medical Laboratory Manager and x-ray Technician and recommends personnel action to the Chief Executive Officer as appropriate; participates in the evaluation of technical knowledge and skill of health education and nutrition personnel; assists medical staff in developing continuing medical education plans; directs in-service and other training programs including resident and other medical professional education activities; implements and monitors activities relating to DHHS, BHCDA health care initiatives and NHSC Professional Policies; directs the development and revision of department policies and procedures, within the Health Center’s general guidelines; helps develop linkages with local and regional health resources to assure continuity of care, decreased delivery costs and improved access to comprehensive health services; is responsible for securing all appropriate medical certifications; chairs all medical staff committees and appoints medical staff members to committees as required.
The Chief Medical Officer also provides and submits primary care services per appropriate medical specialty; secures case histories and related and/or pertinent information; diagnoses and treats all patients following the appropriate examination; plans diagnostic studies for each patient as necessary; evaluates all diagnostic results; completes all medical records and prepares medical reports as necessary; supervises and directs assigned nursing personnel in the provision of nursing care and related procedures; as a part of the health care team, participates in or conducts team conferences/case studies/case management activities as necessary; as staff of affiliated hospitals, fulfills all appropriate responsibilities; assists in the development of protocols and procedures for preventive and/or special services, health education services, and nutrition services, as appropriate. Maintains professional competence through participation in continuing medical education and other appropriate learning experiences; participates in and/or uses findings of research in medicine and related disciplines to improve the level of outpatient care at the Center; serves as preceptor for resident and medical professionals as reasonably assigned.

Each patient has a relationship with a primary care clinician who leads a team that takes collective responsibility for patient care, providing for the patient’s health care needs and arranging for appropriate care with other qualified clinicians. The medical home is intended to provide more personalized, coordinated, effective and efficient care. A medical home achieves these goals through a high level of accessibility, providing excellent communication among patients, clinicians and staff and taking full advantage of the latest information technology to prescribe, communicate, track test results, obtain clinical support information and monitor performance. Team Approach - A team-based approach to care is being emphasized and by the very nature of your position within the organization. Managing patient care is a team effort that involves each employee both clinical and nonclinical interacting with patients and working to achieve slated objectives. (e.g., physicians, dentists, nurse practitioners, physician assistants, nurses, medical assistants, dental assistants, educators, schedulers, patient services representatives, telephone operators, administrative staff, etc. – (this list is not meant to be an exhaustive list but rather is illustrative of clinical and non-clinical staff).
Employment Standards
Education: Successful completion of medical school and internship in an AOA or AMA Certified program. Must be Board eligible or Board Certified in a primary care discipline.
Experience: At least two (2) years prior practice experience required, preferably in an urban and/or community health center setting.
Knowledge: Good understanding of comprehensive health care programs and activities; interest in evaluation and planning activities desired. Basic knowledge of Physician & Current Procedural Terminology (CPT) as defined by the American Medical Association highly desired.
Skills: Must have the ability to effectively communicate with physicians, patients and staff; sensitivity to patient privacy and confidentiality; interest in evaluation and planning activities and a sensitivity toward access to care including patient/center access and/or patient to provider access.
Licenses: Must maintain a current license to practice medicine from the Virginia Board of Medicine, a current registration with the Drug Enforcement Agency, and possess an appropriate Virginia Driver’s license, vehicle insurance, a good driving record and a willingness to utilize own vehicle as needed in connection with employment.
